[ANNOUNCE] haproxy 1.3.12.4

Hi all !

I've released haproxy 1.3.12.4. It contains very few fixes, but the slow pace of fixes made it a good opportunity to release a good version. Rare users of haproxy on OpenBSD/Sparc may have noticed the date in the logs was wrong. This is now fixed. Users of TCP mode had to declare their proxies as "listen" only otherwise they would get immediate disconnections when split in frontend and backends. This has been fixed too.

• Handle long lines properly
• silent warning about LIST_* being redefined on OpenBSD
• fix calls to localtime()
• fix error checking in strl2ic/strl2uic()
• fixed 2 typos in haproxy-en/fr
• make default_backend work in TCP mode too
