[ANNOUNCE] haproxy 1.3.13.1

Hi all !

I've released haproxy 1.3.13.1. It contains a bunch of minor fixes. In addition to those already merged in 1.3.12.4 (wrong date on OpenBSD/sparc and TCP mode not working with frontend/backend), the configuration parser has received a big lift-up. It now reports more precise warnings and errors about dangerous proxy name reuses/misuse. Configuration line length has been increased and truncation is now detected and reported. Last, the width of the stats page has been fixed.

Overall, I consider this version as a very good one, and given the help it provides when troubleshooting configurations, I would suggest it to any 1.3 user.
