Can HAProxy work around a PSP3 and IIS7 issue?

We have a customer with a PSP3 web browser client sending TWO refer headers:

Referer: http://localhost/NetFrontBrowser/ Referer: http://localhost/Flash/

And this is breaking IIS7...

Could HAProxy be configured to strip extra referer headers? (i.e. only allow the first one?)
