I'm very embarrassed with that, because I don't even see how this is possible. Only servers that are up are included in load balancing, regardless of the LB algo.

I will try. Could you send me (in private) some example requests or at least one username with which you can reliably reproduce the issue ?

Anyway, there is no reason for it to be broken on 1.3, so let's sort this out first.
