Just a stupid question, are you sure that you have restarted your syslog daemon after changing the config ?

There is no reason for this.

Also, please carefully recheck your haproxy config file. You need to have logging enabled in frontends (or "listen" if any) to get logs. The logging in backends is only used to notify about server up/down events.
