From my understanding, this is easily achieved when using cookie based persistence. Just have the save configs on both nodes and failover will keep redirecting users to the same backend servers. But I don't believe you can achieve this on any of the other "sticky" session methods.
I'd be happy to be proved wrong on this though :) . I haven't actually implemented haproxy yet but have been looking at it closely for my companies needs to see if it's a good fit.
